Vincent Albanese

Senior Vice President

Vincent Albanese is currently responsible for the domestic air pollution control business for Fuel Tech.  Besides the internal operation, he works with various state and federal environmental regulatory groups, as well as industrial organizations on NOx control issues.  He was a member of EPA’s Acid Rain Advisory Committee, and was a contributing member to one of OTAG’s Work Groups.  Mr. Albanese has worked serving the power generation industry in various research, marketing, sales and management positions.  He is a member of the Board of Directors of the Institute of Clean Air Companies, and chairs their NOx Committee.

Mr. Albanese received a B.S. in Chemistry from Manhattan College in 1970 and an M.S. in Physical Chemistry from Villanova University in 1973.

Robert Beck

Executive Director

The National Coal Council, Inc.

Robert Beck is the President and Chief Operation Officer of The National Coal Council, Inc. based in Washington, DC. He has over 30 years of experience in the energy field, and is recognized as a leading expert on coal, electricity and environmental issues. His career includes building power plants, leading electricity policy-setting efforts on environmental issues in Congress and working as NGO on the United Nations climate change negotiations.

Bob is a native of Cincinnati, Ohio and has a B.A. degree in biology from Thomas More College in Ft. Mitchell, Kentucky and an M.A. in history and government from Xavier University in Cincinnati.

Jack Broadbent

Chief Executive Officer/Air Pollution Control Officer

Bay Area AQMD

Jack Broadbent serves as the Chief Executive Officer/Air Pollution Control Officer, for the Bay Area Air Quality Management District (Air District). In this position, Mr. Broadbent is responsible for directing the Air District's programs to achieve and maintain healthy air quality for the 7 million people that reside in the nine county region of California's San Francisco Bay Area.

Mr. Broadbent joins the Air District after serving more than two and a half years as the Director of the Air Division at the U.S. Environmental Protection Agency, Region IX. In that position, Mr. Broadbent was responsible for overseeing the implementation of the Clean Air Act as well as indoor air quality and radiation programs for the Pacific Southwest region of the United States. Before serving at the EPA, Mr. Broadbent worked for the South Coast Air Quality Management District as a Deputy Executive Officer, Director of Planning and other senior management positions. While at the South Coast District, Mr. Broadbent directed the development of a number of landmark programs that contributed to significant improvements in air quality in the Los Angeles region.

Mr. Broadbent also has experience in private industry. In the 1980s, Mr. Broadbent served as Corporate Environmental Programs Manager for the largest private employer in California: Hughes Aircraft Company.

Mr. Broadbent holds a Master's degree in Environmental Administration and a Bachelor of Science degree in Environmental Science—both from the University of California at Riverside.

Ralph Cavanagh

Natural Resources Defense Council

Ralph Cavanagh co-directs NRDC’s energy program. He also served from 1993-2003 on the U.S. Secretary of Energy’s Advisory Board. Cavanagh is Vice Chair of the Center for Energy Efficiency and Renewable Energy Technologies, which unites representatives of the environmental, energy efficiency and renewable energy communities. He is a founding board member of the Northwest Energy Coalition. Cavanagh received the Heinz Award for Public Policy in 1996. He has held appointments as a Visiting Professor at the Stanford and Boalt Hall Law Schools and as a Lecturer on Law at the Harvard Law School. He received his undergraduate and law degrees from Yale University.

Rich Cowart

Director

The Regulatory Assistance Project

 

Richard Cowart is a Director of The Regulatory Assistance Project. Over the past two years, Mr. Cowart has been a member of the Resource Panel advising the Regional Greenhouse Gas Initiative (RGGI), and is a technical adviser to the Oregon Carbon Allocation Task Force.

One of the nation’s most experienced regulatory commissioners, he served as Commissioner and Chair of the Vermont Public Service Board (PSB) for thirteen years (1986-1999). He was elected President of the New England Conference of Public Utility Commissioners, and Chair of the national regulators’ Committee on Energy Resources and the Environment. He also served for four years as Chair of the National Council on Electric Policy, and as a public member of the Board of Directors of the Electric Power Research Institute. Before his appointment to the PSB, Mr. Cowart was Assistant Professor and Director of the program in Planning and Law at the University of California, Berkeley (1980-85), and Executive Officer and General Counsel of the Vermont Environmental Board (1978-80). He received his B.A. from Davidson College, and the J.D. and Master of City Planning degrees from the University of California, Berkeley, where he was Editor-in-Chief of the Ecology Law Quarterly, a leading journal of environmental law and policy.

Carol Coy

Deputy Executive

South Coast AQMD

Carol A. Coy is the Deputy Executive Officer for Engineering and Compliance at the South Coast Air Quality Management District, (AQMD), the regional air pollution control agency serving Orange County, and the urban areas of Los Angeles, Riverside, and San Bernardino Counties.  She is currently responsible for oversight of the District’s permitting and field compliance programs that regulate over 26,000 businesses, including RECLAIM, the Regional Clean Air Incentives Market and the federal Title V Operating Permits programs. 

In her previous twenty-four years at the District, Ms. Coy was most recently the Assistant Deputy Executive Officer for Stationary Source Compliance, responsible for Major Source rule development, permitting, and compliance.  Prior to this assignment she was with the Compliance Division, specializing eight years in landfill, waste management, and toxic and hazardous materials enforcement programs, and served in several positions including Assistant Director of Enforcement and Senior Enforcement Manager for Air Toxics Control.  She was formerly a Ranger in Visitor Protection/Resource Management with the National Park Service at Sequoia/Kings Canyon National Parks and Santa Monica Mountains National Recreation Area.  She also held positions as an industrial chemist and in plant management with Lever Brothers Company.

Ms. Coy is a graduate of the University of California at Los Angeles with a Bachelor’s Degree in Biological Science and has completed two years of post graduate work in Environmental Science Education.  She has also completed extensive (over 800 hours) certificated Hazardous Material, Hazardous Waste, and Chemical Emergency Management training and has served as an instructor in numerous local university hazardous materials certification courses and regulatory seminars.

Marty Coyne

Americas Editor

Platts Emissions Daily

Marty Coyne is the Americas editor for Platts Emissions Daily, a global publication covering SO2, NOX and carbon markets. He has been an environmental reporter in Washington, DC since 1995. He has focused exclusively on emissions markets for half his career.

In addition to writing regularly about the development of the Regional Greenhouse Gas Initiative, other stories broken recently by Marty include EPA's decision to run its own SO2 auction starting in 2006 and how new industry accounting standards may affect allowance swaps.

Marty has also covered a range of emissions market fundamentals including fuel switching away from natural gas, weather changes, coal transportation problems and EPA's declining emissions caps.

Since joining Platts, Marty has convinced the company to expand its emissions allowance indexes to reflect unexpected changes in the NOX market and to publish monthly averages of Platts' daily SO2 and NOX prices, which can be used in coal contracts and for transactions including swaps.

Prabhu Dayal

Dr. Prabhu Dayal, is President of C TRADE, (www.ctrade.org) an international developer of renewable energy and carbon sequestration projects with RECs and CERs, in Argentina, Eritrea, India, Indonesia, Maldives, Malaysia, Paraguay, Philippines, Sri Lanka, and the United States. He serves as the Chair for the Annual Electric Utilities Environmental Conference (www.euec.com) that is jointly organized by the US EPA, US DOE, EPRI and EEI. The 9th Annual EUEC conference and Expo will be held January 22 – 25, 2006 at the Westin La Paloma in Tucson, Arizona which features 200+ technical presentations and 1000 attendees.  Prior to founding C TRADE, Prabhu spent 23 years with Tucson Electric Power, Century Power, and El Paso Natural Gas Company. Prabhu holds a Ph.D. in Environmental Science from the University of Arizona, M.S. in Management Science from the Stevens Institute of Technology, M.S. in Civil Engineering from UTEP, and B.S. in Mechanical Engineering from Bangalore University.

Michael Durham

President

Dr. Michael Durham is the President of ADA-ES, a company he founded in 1985 to commercialize environmental technologies.  Dr. Durham has been involved in the measurement and control of air pollution from utility and industrial sources for the past 30 years.  He has presented and published over 180 papers and has been awarded eleven patents.  He received the 2001 Sensenbaugh Award by the Air and Waste Management Association for innovative air pollution control technology, a 2003 R&D 100 award for mercury control technology, and selected as an International Fellow by the Society for Electrostatic Precipitation.  He 2002 he was appointed to the National Coal Council.

Peggy Duxbury

Vice President-Government & Environmental Affairs

Calpine

Peggy Duxbury is the Vice President of Government and Environmental affairs for Calpine Corporation, where she oversees the development, coordination and advocacy of Calpine’s environmental polices.   

Prior to working for Calpine, she was a consultant to a variety of nonprofits and businesses, focusing on energy, environment, tax and telecommunication policies.  She also served as a senior advisor to President’s Council on Sustainable Development and before that directed tax policy matters at MCI and the National Association of Manufacturers (NAM).  In 1994, she held a one-year, faculty research fellowship at Harvard Business School and helped developed a new MBA course on corporate strategy, energy and the environment. 

Peggy started her career as a legislative assistant to Congressman Bill Frenzel (R-MN) where she worked on tax and budget issues.  She holds joint degrees in economics and literature from Old Dominion University and masters in public administration from Harvard University’s Kennedy School of Government.

Heather Eades

Heather Eades is a Senior Financial Analyst at Dominion Energy. Headquartered in Richmond, Va., Dominion (NYSE: D) is one of the nation's largest producers of energy. The company’s asset portfolio consists of about 28,100 megawatts of power generation

Heather is actively involved in both the SO2 and NOx allowance markets.  Since joining Dominion in December 1997 she has participated in the energy industry in operations, risk management and finance, with particular focus on power generation and environmental finance.

Heather has been involved in the energy trading industry since 1997.  She is a graduate of Virginia Commonwealth University holding a B.S. in marketing, with a minor in chemistry and an M.S. in Finance.

Neil Eckert

Neil Eckert is Chairman of the European Climate Exchange and Trading Emissions Plc. Neil is also a Director of Climate Exchange Plc, an AIM listed investment vehicle which invests in  emissions related exchanges and businesses.

Until April 2005, Neil was Chief Executive of Brit Insurance Holdings PLC which is a UK and International insurance and reinsurance company.  Neil founded the company in 1995 as an Investment Trust listed on the London Stock Exchange. 

Neil became a Lloyd’s reinsurance broker in 1980, joining the Benfield Group in 1986.  He joined the main Board the Benfield Group 1991 and subsequently the Boards of several of its subsidiary companies. 

Neil is also Chairman of Design Technology & Innovation Limited, a patenting and intellectual property company.

Steve Fine

Director

ICF Consulting

Steven Fine is a Director with ICF Consulting’s Energy Markets Practice.  At ICF, Mr. Fine’s work has concentrated on evaluating the impacts of various air regulatory scenarios on the electric generating industry, as well as policies to promote renewable resources.  He is currently performing a number of multi-pollutant compliance planning, asset valuation, and environmental positioning assignments for electric generating companies in the US, and is also involved in several state and regional studies examining the impacts of implementing CO2 emissions limits and the role that renewable resources and energy efficiency can play in meeting those targets  Prior to ICF, Mr. Fine worked for Luz Industries, the largest developer of solar thermal electric generators in the world, as well as at ESAI Inc., an energy consulting firm.  He has a BA from the University of California and an MA in Economics from the Johns Hopkins School of Advanced International Studies.

Jeffrey Fort

Jeffrey Fort is a Partner at Sonnenschein Nath & Rosenthal LLP. His practice includes internal environmental investigations and audits, the design and implementation of environmental compliance programs and systems, and evaluation of self-reporting and voluntary compliance strategies. He also has extensive experience in complex air regulation and permitting matters and in creating and transferring emission credits. He has nearly 30 years' experience in remedial clean-ups, including developing risk and exposure assessments for potentially toxic chemicals and natural resource damages. These risk-based evaluations have also extended to worker safety and public exposure disputes and for the regulation of toxic substances. He has extensive experience in issues related to contaminated sediments and remedial options. He has successfully litigated before all levels of state and federal courts and negotiated with all varieties of local state and federal environmental agencies.

Lenny Hochschild

Lenny Hochschild is a Director, Environmental Markets for Evolution Markets. Having opened Evolution Markets’ San Francisco, California office in January 2004, he provides professional brokerage services to the renewable energy market place inclusive of compliance and voluntary REC markets and facilitating power purchase agreements from renewable facilities in addition to coordinating market financing.

Mr. Hochschild joins Evolution Markets with extensive experience in commodity trading and brokerage. At American Electric Power, he specialized in deal origination for the company’s coal-fired power plants and negotiation of the company’s biomass and Synfuel contracts. Mr. Hochschild also acted as a domestic and international coal trader for Enron Global Markets and as a base metals and precious metals trader in New York and London.

A native South African, Mr. Hochschild graduated with cum laude with a bachelor’s degree from the University of Rochester.

Dan Kalafatas

Dan Kalafatas leads 3 Phases Energy's renewable energy certificate initiatives serving utility, corporate, government, nonprofit, and residential customers.  In this capacity, Kalafatas is responsible for general management of the division, retail and wholesale sales and marketing of 3 Phases' award-winning Green Certificates products and 3 Phases' partnerships with utilities to offer renewable options to their rate payers.  Kalafatas directly manages procurement of Green Certificates for 3 Phases' programs and works with project developers and wholesalers around the United States to find an end market for the RECs produced by over fifty renewable generation facilities.  A native of Massachusetts, Kalafatas co-founded the Renewable Energy Business Network of California, holds a BA in Economics from Dartmouth College and an MBA as well as a certificate in Public Management from the Stanford Graduate School of Business.

John Kinsman’s environmental career has spanned 24 years, including the last 17 years at the Edison Electric Institute (EEI).  EEI is the premier trade association for U.S. shareholder-owned electric companies, and serves international affiliates and industry associates worldwide.  U.S. members serve almost 95% of the ultimate customers in the shareholder-owned segment of the industry.  He addresses the issues of multi-emission policy, acid rain, ozone, particulate matter, visibility, and global climate change.  He works with different constituencies to assess environmental policy options, obtain reasonable environmental laws and regulations, and assist the industry in compliance.   His degrees in environmental science are from the University of Virginia and George Mason University.

Robert Larson

Bob Larson is the National Account Manager for Environmental Systems Corporation’s Allowance Inventory Management (AIM) software.  He has been in the environmental arena for over 20 years and possesses an MBA from the University of Philadelphia.  Mr. Larson’s responsibilities include overseeing the Allowance Inventory Management (AIM) software for ESC, which is focused on meeting the needs of the NOx and SO2 markets for the power industry.  His experience started in the public utility sector where he was responsible for managing allowances and tracking emissions for Part 75/60 compliance.  Mr. Larson has since worked in the environmental software industry specializing in products used to track and manage environmental commodities.  Environmental Systems Corporation is the largest CEMS software provider in North America with over 1700 installations.

Dan Lieberman

Dan Lieberman joined CRS in 2000 as Green-e program manager. Previously, Mr. Lieberman worked as Energy Product Manager at Utility.com, an internet-based green power marketer, and has held positions at local, state, and federal agencies as well as in the non-profit and private sectors. He received MBA and Master of Public Affairs degrees from The University of Texas at Austin, and a BA in History from Macalester College.

Felicia Marcus

Felicia Marcus  joined the Trust for Public Land, a national non-profit organization devoted to conserving land for people in December of 2001. TPL brings visioning, finance, real estate, and community engagement expertise to conserving or restoring a range of landscapes dear to people—from inner city parks and playgrounds to river greeenways, to working ranch and farmland, to natural areas, as well as places of cultural importance.  As TPL’s executive vice president and chief operating officer, she is responsible for helping manage the organization’s 400 employees in over 40 offices across the United States. Previously, Felicia was appointed by President Clinton and served as the Regional Administrator of the U.S. Environmental Protection Agency Region IX, from October 1993 until January 2001. The office addresses environmental issues in California, Arizona, Hawaii, former trust territories in the Pacific, and over 140 federally recognized Indian tribes. In addition to managing the region’s nearly 1000 employees, Felicia played a leading role in large scale, historic multi-party negotiations such as the Bay-Delta Accords and subsequent Cal-Fed agreements; the Grand Canyon Visibility Transport Commission and subsequent Western Regional Air Partnership; and U.S.-Mexico Border programs and agreements. Her hallmark was engaging the public meaningfully in the work of the Agency.  Prior to joining the EPA, Felicia served as the president of the Board of Public Works for the city of Los Angeles.  Appointed by Mayor Tom Bradley,  she was responsible for the city’s wastewater, solid waste, street maintenance, street trees, major construction, and other critical programs.  Felicia also has extensive background as a public interest lawyer and community organizer, with experience in air, water, toxics, and land use matters.

Josh Margolis

Josh Margolis directs Cantor Fitzgerald's energy and environmental trading and consulting operations.  He provides brokerage services to greenhouse and environmental credit buyers seeking to transact in markets around the country.  Recently Mr. Margolis was appointed by the California Energy Commission to serve on the California Climate Change Advisory Committee.  He has also provided market development and evaluation assistance to the South Coast Air Quality Management District, the San Joaquin Valley Air Pollution Control District, the Western Governor's Association, the State of Oregon, as well as government and industry representatives in Canadian, Norway, Denmark, Poland, Lithuania, Latvia, Kazakhstan, and Chile.    Mr. Margolis oversees Cantor's brokerage of natural gas, power, refined fuel products, coal, emission allowances, emission reduction credits, wastewater credits, and related environmental markets.  He is, one of the nation's leading emissions trading experts, has brokered hundreds of millions of air credits, ERCs, and emission allowances.  Mr. Margolis has provided emissions brokerage and related consulting services since 1981.

John May

John May is Manager of Business Development and Market Research.  He has been in the power industry 15 years and possesses an MBA from the University of Denver.  Mr. May’s responsibilities include overseeing the Allowance Inventory Management (AIM) software for Environmental Systems Corporation (ESC) which is focused on meeting the needs of the NOx and SO2 markets for the power industry.  His experience has lead to starting many ventures within the power industry including performance consulting, Portable generation and HVAC equipment and Fuel Handling systems.  Environmental Systems Corporation is the largest CEMS software provider in North America with over 1700 installations.

Mike McCormick

California Climate Action Registry

Mike McCormick is the Policy Director for California Climate Action Registry.  His responsibilities include managing the Registry’s existing reporting and certification protocols, developing new Registry protocols for specific industries, and collaborating with other policy makers and stakeholders on establishing consistent, high quality GHG accounting standards and climate policies.

Mike joined the Registry after working as a consultant specializing in California energy matters.  He worked with large institutional clients, private companies, and non-profit organizations establishing energy efficiency programs, developing renewable energy projects, and analyzing electric tariffs.  In addition to his consulting work, Mike has experience developing energy generation projects that make use of international carbon trading markets.

Mike received his MS in Environmental Management from the University of San Francisco and holds a Bachelor’s Degree in Philosophy and History of Mathematics and Science from St. John’s College in Annapolis, MD.

Chris MacCracken

Chris MacCracken is a Manager with the Environment and Fuels Group of the Energy Markets Practice of ICF Consulting.   He has twelve years of experience in energy and economic modeling and using models to assess the potential impacts of environmental policies on regional economies and on the energy sector in particular.  At ICF, Chris studies the potential impacts of regulatory uncertainty and electric market trends on emission allowance prices, power and fuel markets, compliance planning, and asset values.  He also co-authors ICF’s annual Emissions Market study on SO2, NOX and mercury markets.  Prior to joining ICF, Chris was a Senior Research Scientist with the Global Climate Change Group at Battelle-Pacific Northwest National Laboratory working on international climate policy issues.  He has an undergraduate degree in Economics from the University of California and an MBA from Carnegie Mellon University.

Meghan McGuinness

Environmental Scientist

Meghan McGuinness is a policy analyst in the Program Development Branch in EPA’s Clean Air Markets Division.  Since joining EPA in 2003, Meghan has worked primarily on development and analysis of the Clean Air Interstate and Clean Air Mercury Rules, and analysis of proposed multi-pollutant legislation.  Prior to joining EPA, Meghan spent three years working at Resources for the Future, focusing on benefits analysis of air pollution reductions, the impacts of fish consumption advisories for mercury, and technical issues in valuing health outcomes from policy.  She graduated summa cum laude from Middlebury College, with a BA in Economics and Environmental Studies.

John Melby

John Melby joined APX in March 2001 and serves as the head of the Commercial Services team. Mr. Melby has had extensive experience in deregulated energy markets. During his tenure at APX, he has led the operations, sales, product development, and marketing groups.

His career has spanned management positions in marketing, research, and communications fields. Prior to joining APX, Mr. Melby was senior director of marketing and product development for the California Power Exchange. He has also had leadership roles in the consulting practices of M & R Strategic Services, a political consulting firm based in Washington, D.C.

Mr. Melby has been focused on the deregulated power industry since its infancy in the United States.  He has utilized his experience to help policy makers shape market design, represent clients positions, and to advocate for improvements in deregulated wholesale markets across North America.

Mr. Melby has published papers on significant issues for the deregulated power industry including an award winning paper on the practical experience of transmission pricing within an Independent System Operator. He holds a B.A. degree from Brown University in Providence, R.I., and an executive program certificate in management from Anderson School of Business in Los Angeles, California.

Steven Messner

Steve Messner is  the Director of 3S Environmental, a small San Diego based consultancy dealing primarily with Emissions Trading issues. Steve was previously the head of Atkins’ international consultancy in climate change for three years. He is now engaged with work on a comprehensive GHG strategy for Hellenic Petroleum. He is also working on GHG project methodologies in several industry sectors for the US EPA, and prior clients on climate change and emission trading issues include the UK Government‘s Department of Environment Food and Rural Affairs (DEFRA), Department of Trade and Industry (DTI), Caterpillar, British Sugar, Hellenic Petroleum, Mittal Steel, Commercial Metals Corporation, Toyota, and Talisman Energy. His experience with climate change and emissions trading stretches back for 12 years. Prior to Atkins, Steven was the founding chairman of the offshore UK flare emissions trading program for the oil and gas industry which was kicked off in 2001. His work with emissions trading started in California over 12 years ago when he worked with the California regulators to implement the world’s first mandatory NOx and SOx emissions trading scheme (RECLAIM) in the Southern California air basin.

Sam Napolitano

Sam Napolitano is the Director of the Clean Air Markets Division of EPA’s Air Office which administers the Acid Rain Trading, NOx SIP call, and Clean Air Interstate Rule (CAIR) programs. The Division has the lead role at EPA on the Clear Skies Initiative and evaluating other multi-pollutant approaches to air emissions reductions from the power industry. Mr. Napolitano has 27 years experience working on issues related to air, water, and waste-related pollution, including 20 years at EPA as a manager and analyst. For the last 11 years at EPA, he has worked in the Air Office addressing issues such as reducing ambient levels of ozone, fine particles, carbon dioxide, and mercury through air emissions cap and trade programs for the electric power industry, and analyzing climate change issues. Mr. Napolitano was a Division Director in the Office of the Secretary of Defense developing environmental compliance policies for defense installations worldwide and served as a Vice President for the Risk Assessment and Economic Analysis Unit while at ICF Incorporated for five years.
Mr. Napolitano holds a Bachelor’s degree in Political Science from College of the Holy Cross and a Master of Business Administration degree from Cornell University.
Mr. Napolitano will be speaking on the Monday morning panel that will discuss the Clean Air Interstate Rule (CAIR) and the Clean Air Mercury Rule (CAMR).

David Oppenheimer

David Oppenheimer, Managing Director of Natsource LLC (New York), leads the transaction services team for greenhouse gas (GHG), nitrogen oxides (NOx) and sulfur dioxide (SO2) allowances, emission credits and offsets as well as for renewable energy certificates (RECs) in the Americas.  The team develops domestic and international projects and arranges transactions in the more established markets under the U.S. Acid Rain Program, the NOx SIP Call Program, and various state and local GHG, renewable credit, allowance and offset programs.

Mr. Oppenheimer participated in the U.S. EPA’s development of the draft Open Market Trading Rule and in NOx Budget and NOx SIP Call negotiations at the Ozone Transport Commission/Ozone Transport Assessment Group (OTAG) level and in several individual states.  Mr. Oppenheimer also participated in the OTAG modeling and strategy subgroups and in New Jersey’s Open Market Emissions Trading workgroups.

Prior to joining Natsource in 1997, Mr. Oppenheimer was a consultant with MSB Energy Associates, Inc., where he worked with public sector clients on energy and environmental issues.  Mr. Oppenheimer was also involved on a daily basis in the NESCAUM/MARAMA Demonstration Project’s development of open market trading in the Northeast and Mid-Atlantic regions. 

Mr. Oppenheimer has a BA from Brown University in Religious Studies and completed graduate level classes at the University of Wisconsin-Madison.

John Palmisano

For more than 25 years, Mr. Palmisano has advised industry and governments on emissions trading issues. After working for the US EPA, Mr. Palmisano created the first emissions trading brokerage company and managed offices in Washington, DC, Los Angeles, and the San Francisco area. As founder and President of AER*X, he was involved in many emission trades and advised governments and industry. After Enron Corp. acquired AER*X, he became the executive director of a natural gas trade association and then directed the greenhouse gas commercial and policy activities for Enron Corp.

Mr. Palmisano is the founder of Eco-Energo Trade, a company that is involved in policy and commercial emissions trading activities. He has written more than 500 papers on emissions trading, given more than 200 speeches on emissions trading, been involved in many trades, and has been involved in more than $5 million dollars of related research.

Fran Pavley

Fran Pavley is serving her 3rd term in the State Assembly and represents portions of Los Angeles and Ventura Counties. She serves as Chair of the Budget Committee on Resources and is a member of the Budget, Education, Transportation, and Water Parks and Wildlife Committees.

Her landmark climate change legislation, AB 1493, which regulates vehicle emissions and helps reduce the impacts of global warning, has made California first in the nation to take this important step. Other states, as well as other countries are already looking to follow California's lead and adopt "the Pavley Bill."

Prior to serving in the Assembly, Fran was elected as the first and ultimately four-time Mayor of the newly incorporated City of Agoura Hills. In order to be as effective as possible, she returned to school and earned a Master's Degree in Planning.

Carrie Plemons is Renewable Origination Director for PPM Energy, Inc., a subsidiary of ScottishPower.  PPM Energy is a wind development, gas storage, and wholesale energy products and services company (www.ppmenergy.com).  Ms. Plemons is part of the wind business arm of PPM and is responsible for managing PPM’s national REC portfolio associated with PPM’s growing portfolio of wind facilities that it owns or purchases. Ms. Plemons has worked in the energy industry for over 20 years, and joined PPM Energy in 2004.  Prior to joining PPM, Ms. Plemons worked for ScottishPower’s U.S. regulated utility, PacifiCorp.  Ms. Plemons’ career at PacifiCorp included work in the regulatory arenas, as well as the wholesale energy markets.  During her tenure at PacifiCorp in the wholesale energy business, Ms. Plemons was the Manager of Wholesale Marketing & Pricing, the Manager of Origination, and the Director of Origination and Trading.  Ms. Plemons holds a Bachelor of Arts degree from Willamette University in Economics and Political Science.

Dr. Salil Pradhan

Salil Pradhan has worked in the Coal and Emissions Industry for the last five years.  Salil Pradhan manages the regulated and deregulated portfolios of SO2 and NOx emission allowances for Cinergy Corporation and its operating companies, out of Cincinnati, Ohio.   He has been a Director of Portfolio Optimization for the last 2 years with Cinergy.  Prior to that, Salil managed the Coal and Emissions Fundamentals Group for AEP in Columbus, Ohio for two years.  Salil worked in Enron's Coal Trading and Marketing group for 1 year before coming to AEP in early 2002 .

Salil also worked as a Consultant with CSC's Energy Strategy Group from 1999 thru 2001.  Salil has eight years of experience in the Environmental Remediation Engineering and Services Business as a chemical engineer with Gas Technology Institute, Chicago, IL.

His educational background includes two masters and one bachelor degree.  He graduated from the MBA program at University of Chicago in 1999 and he earned his Masters degree in Chemical Engineering from University of Cincinnati in 1991.  He holds a bachelors degree in Chemical Engineering from University of Bombay, India in 1989.

John Rogers of The Conservation Fund in Chapel Hill, NC and serves as a Senior Fellow managing TCF’s carbon sequestration program. Mr. Rogers retired from the United States Fish and Wildlife Service in May 2000 after 32 years with that agency.  He began his career as a research biologist and after serving in a variety of research and management positions he ended his career as the Deputy Director from 1995-2000.  For 2 of those years he served as acting Director.  Rogers has a Bachelors degree from Cornell University, a Masters from New Mexico State University, and a Ph. D. from NC State University.  All his degrees are in wildlife ecology.  He is also an Adjunct Professor of Zoology (Wildlife and Fisheries) at NC State, and serves on the Board of Directors of the Conservation Trust for North Carolina and Chair of its Land Protection Committee.

John and his wife, Ellen, live in Raleigh, NC.  They have two children and two grandchildren.

William "Bill" Ross joined Cantor Fitzgerald in 2004 with an extensive Energy Service Company (ESCO) background as well as traditional thermal Power Development and Marketing expertise with statewide and corporate positions with Johnson Controls and Calpine Corporation.  In his current role as Director of Renewable Energy Markets and Structured Power Group Ross leads the representation engagements for developing strategic marketing plans as well as the implementation of structured power purchase and sale of asset specific products for clients of the firm. 

Most recently, Ross was Director Wholesale Marketing for Calpine Western Region. Previous to his work at Calpine, Ross served as Manager Utility Services for Johnson Controls Facility Services Group representing large corporate clients including DOE, Sun Micro, Seagate Technology, AmeriTech, and aggregated business units of Johnson Controls core Automotive, Plastics, and Controls Divisions. 

Ross graduated from UC Berkeley with a Bachelors degree in Environmental Science specializing in the site constraints and environmental impacts of thermal and nuclear power plants and advanced engineering in thermal efficiency.

Before joining EPA in 2000, Ms. Stevens worked as an environmental scientist for Bechtel Power Corporation, managing permit- and construction-related environmental issues on numerous electric power projects in the Unites States.Ms. Stevens has a B.S. degree from the University of the State of New York and attended the University of California, Berkeley, where she received a Certificate in Environmental Hazards Management.  She has a M.S. degree in Environmental Science from John Hopkins University.

Paul Tesoriero is Vice President, Environmental Markets for Evolution Markets. Mr. Tesoriero brings 15 years of utility and emissions experience to Evolution Markets. Prior to joining Evolution Markets, Mr. Tesoriero was an emissions broker with Natsource LLC and an emissions trader for the Long Island Lighting Company (LILCO).
With LILCO, Mr. Tesoriero structured a variety of SO2 transactions and executed one of the first NOx offset transactions in NY State. His work with LILCO also included negotiating contracts with IPP's and large commercial and industrial customers. Mr. Tesoriero received an MBA in Finance from
Hofstra University and a BE in Mechanical Engineering from Manhattan College.

Dr. Mark C. Trexler is President of Trexler Climate + Energy Services, Inc. Prior to founding TC+ES in 1991 Mark was with the Climate, Energy, and Pollution Program of the World Resources Institute in Washington D.C., a leading policy thinktank.  He also has a decade of experience as an analyst and expert witness in a range of administrative and regulatory proceedings, including the siting of more than 2000 MWs of power plants,and winning the first administrative proceeding in which climate change mitigation was the deciding factor in siting a power plant.  TC+ES's clients range from the very large (TransAlta, ChevronTexaco, AES, Tokyo Electric Power) to the smaller (Stonyfield Farms, The Nature Conservancy)to international agencies including the Global Environment Facility and the United Nations Development Programme.  TC+ES is particularly active in North America, Canada, and Japan. Dr. Trexler holds Ph.D. and M.P.P. degrees in Public Policy from the University of California at Berkeley, and a B.S. in Biology from Antioch College. He has spent eight years in Europe, and speaks five languages.

Kevin Wanttaja

Kevin Wanttaja has 25 years of experience in the areas of environmental engineering, planning and program development.  He is currently the Manager of Environmental Serives at SRP, a Phoenix based power and water utility.  He is responsible for the development and implementation of environmental strategies and programs at SRP.  Mr. Wanttaja has extensive experience in managing the performance of environmental assessments and environmental compliance programs.   He is responsible for obtaining environmental permits and approvals from federal, state and local regulatory agencies.  Mr. Wanttaja has been actively engaged in Clean Air Act rulemakings over the last several years and advancing compliance strategies within SRP to address future federal, regional and state emission standards.   He is currently tasked with formulating a corporate carbon risk management strategy to position SRP for a wide range of climate change policy outcomes.  Mr. Wanttaja has a Bachelor of Science Degree in Civil Engineering and is a registered Professional Engineer.

Jeremy Weinstein

Jeremy Weinstein of PacifiCorp works in energy trading, derivatives, finance, resource acquisition, and the most exciting areas of environmental policy and finance, including emissions trading, climate change, renewable resource development, and weather derivatives.   He is independently rated "AV" in the Martindale-Hubble Law Directory.

He is active on leading industry master agreement drafting committees, and participated on those that wrote the ISDA/EEI Power Annex, the EEI Collateral Support Annex, the EEI Master Netting Agreement, and the EMA Master Emissions Trading Agreement.  He is currently on the EEI Master Agreement drafting committee, and co-chair of the ABA/EMA Green Tags Trading Agreement Committee.

 He holds a J.D. from the University of California; a B.A. and M.A., in law, with honors, from Trinity Hall, Cambridge University, UK; and a B.A., Phi Beta Kappa and summa cum laude, from UC Berkeley.

The California Climate Action Registry is a non-profit public/private partnership that serves as a voluntary greenhouse gas (GHG) registry to protect, encourage and promote early actions to reduce GHG emissions. Prior to joining the Registry, Diane spent 15 years with Edison International as President of two subsidiaries: Edison EV and Edison Utility Alliances. She was also vice president of Edison Technology Solutions and a corporate Vice President of Edison International and Southern California Edison. Some current and past board affiliations include: EV Global Motors Company, a Lee Iacocca enterprise; TransMag, a motor manufacturer; Thunderbird School of International Management, Glendale, AZ; the Coalition for Clean Air; and The Women’s Leadership Board, Kennedy School of Government, Harvard University.

Susan Wood

Susan Wood of AgCert has spent the past ten years in the emissions and energy industries.  Having entered the emissions trading arena in early 1994, she is considered one of the pioneers of this market.  Her experience in environmental engineering and the trading of emissions, natural gas, oil and oil products provides her with a strong understanding of financial and derivative structures that she currently applies to the greenhouse gas markets.  Ms. Wood started her career as an Environmental Engineer for Emcon and in this role was involved in starting The AirBank, an emissions brokerage firm focused on the Offset and NOx Allowance markets in the Northeast and Texas. She subsequently moved on to Enron’s and then Sempra Energy’s emissions, oil and natural gas trading desks.  In her current role at AgCert, Susan is responsible for marketing and business development in the emerging U.S. greenhouse gas markets.
